Metro lines in Hanoi and Ho Chi Minh City are applying disparate standards from Japan, France, and China, which leads to challenges in unifying technology and supply chains. Specialized agencies need to promptly research and issue a unified set of technical standards to create a market large enough for long-term industrial investment.”
